उत्तर प्रदेश में नगर निगम की शक्तियां बचाए रखने की कवायद के मुहिम में मोर्चा संभालने के चलते भारतीय जनता पार्टी के राष्ट्रीय उपाध्यक्ष और मेयर काउंसिल के अध्यक्ष डॉ. दिनेश शर्मा चर्चा में रहे. उन्होंने उत्तर प्रदेश के मुख्यमंत्री अखिलेश यादव पर भी हमला बोला.
डॉ. दिनेश शर्मा की अध्यक्षता में हुई बैठक में एक्शन कमेटी बनाने का फैसला किया गया. डॉ. शर्मा ने पत्रकारों को बताया कि बैठक में मौजूद वाराणसी के महापौर रामगोपाल मोहले की अगुआई में एक्शन कमेटी बनाई गई है. परिषद की उप समिति के तौर पर छह सदस्यीय कमेटी में इलाहाबाद की महापौर अभिलाषा गुप्ता नंदी, मेरठ के महापौर हरीकांत अहलूवालिया, गोरखपुर की डा. सत्या पाण्डेय, मुरादाबाद की बीना अग्रवाल तथा झांसी की किरन वर्मा को रखा गया है. अध्यक्ष ने बताया कि पूरे मामले में अब जो कुछ भी करने की जरूरत होगी वह कमेटी करेगी और ऑल इंडिया मेयर काउंसिल को भी प्रकरण से अवगत कराया जाएगा. डॉ. शर्मा ने कहा कि कोर्ट जाना तो अंतिम हथियार है और इस लड़ाई में नगर पालिका परिषद-नगर पंचायत के अध्यक्षों का भी स्वागत है.

मेयर काउंसिल के अध्यक्ष डॉ. दिनेश शर्मा ने कहा है कि संविधान के 74वें संशोधन में दी गई व्यवस्था के मुताबिक राज्य सरकार मेयरों को नहीं हटा सकती है. संविधान के तहत बनी निकाय अधिनियम की धारा 243-जी में मेयर को हटाने का अधिकार किसी के पास नहीं. इसके बाद भी उत्तर प्रदेश नगर निगम (संशोधन) विधेयक- 2015 में 16- ए जोड़ते हुए हटाने का प्रावधान कर दिया गया. उन्होंने कहा कि इसका हर स्तर पर विरोध किया जाएगा. मेयर काउंसिल ने राज्यपाल राम नाईक को ज्ञापन देकर इस मामले में हस्तक्षेप की मांग भी की.डॉ शर्मा ने सोमवार को पत्रकारों से बातचीत में कहा कि मेयरों को शहर के प्रमुख नागरिक का दर्जा प्राप्त होता है. वे शहरों के विकास के लिए काम करते हैं. मगर राज्य सरकार उन्हें एक लाइन के पत्र के जरिये हटा देना चाहती है.

Divested of their financial and administrative powers following the passage of the Uttar Pradesh Nagar Nigam (Amendment) Bill, 2015 in the Vidhan Sabha recently, the Mayors plan to launch a series of protests.The Uttar Pradesh Mayor Council has urged the Governor, Ram Naik, not to give his assent to the Bill, which gives powers to the State government to remove a Mayor.In a memorandum submitted to the Governor on Monday, the Council drew attention to the U.P. Nagar Nigam Act, 1959, which states that Mayors are elected directly by the people for a term of five years. If a Mayor is removed, not only would the action be deemed as unconstitutional, there would be a communication gap between the people and the government, the memorandum added. The Chairman of U.P. Mayor Council and the Mayor of Lucknow, Dinesh Sharma, told journalists that the six-member team has been authorized to prepare a line of action against the Bill.

UP mayors’ council held a meeting in Lucknow and decried state government’s move to clip powers of the mayors despite 74th amendment in the Indian constitution that calls for decentralisation of power at mayoral level. Lucknow city mayor Dr Dinesh Sharma while talking to mediapersons earlier in the day said that the state government’s new amendment bill that incorporates sub-section 16-A giving powers to the state government to snatch all the powers of the mayors on the complaints until pending of the probe was not only unconstitutional but also an insult to the people’s feeling.

काउंसिल की बैठक के बाद अध्यक्ष डॉ़ दिनेश शर्मा ने मीडिया से बातचीत में सीएम अखिलेश यादव पर हमला बोला. उन्होंने सपा मुखिया मुलायम सिंह यादव की आड़ लेते हुए कहा, पिता (मुलायम सिंह यादव) तो निकायों को नर्सरी कहते थे. बीएसपी के शासनकाल के दौरान उन्होंने सदन में कहा था कि यह सरकार लोकतंत्र की नर्सरी को समाप्त करना चाहती है, ऐसा नहीं होने दिया जाएगा. हमारी सरकार होगी तो हम निकायों को और मजबूत बनाएंगे. प्रदेश के सीएम पिता की बात को भी नहीं सुनते. प्रदेश में सबसे ज्यादा मेयर बीजेपी के हैं इसलिए यह फैसला लिया गया है.

दिनेश शर्मा ने बताया कि लोकतांत्रिक तरीके से सीधे जनता से चुने जाने वाले महापौर को हटाने का प्रावधान जन सामान्य का अपमान है और संविधान खुला उल्लघंन है.

लखनऊ के महापौर दिनेश शर्मा ने कहा कि महापौर सीधे निर्वाचित पद हैं, लेकिन सपा सरकार की एक चिट्ठी मात्र से हटाने का इंतजाम कर दिया है. इसके लिए अग्रेंजों के समय को एक एक्ट 1916 तथा 1959 के एक्ट का सहारा लिया. यह बेतुका है. 1992 एक्ट की भी अवहेलना कर दी गई है.
