The Chhattisgarh Civil Services (Conduct) Rules 1965 prohibit a government servant from taking part in politics. “No government servant shall be member of, or be otherwise associated with, any political party or any organisation which takes part in politics nor shall he take part in, subscribe in aid of, or assist in any other manner, any political movement or activity,” states Rule 5(1). However, the state government, in a notification dated February 23, with the subject line “regarding participation of government servants in activities of RSS”, said that “as far as Rule 5(1) of Chhattisgarh Civil Services (Conduct) Rules 1965 is concerned, its restriction does not apply to RSS”.
टाइम्स ऑफ़ इंडिया ने लिखा- After Gujarat and Madhya Pradesh, BJP-ruled Chhattisgarh has lifted the ban on participation of state government employees in RSS activities. The decision, which was taken last week, has raised hackles among the opposition, particularly Congress, which has accused the government of attempting to politicize the employees. However, BJP has dismissed these allegations and justified it on the grounds that RSS is a patriotic socio-cultural organisation and not a political body.
मंत्रियों के बीच तनातनी की खबर नयी दुनिया ने लिखी- मुख्यमंत्री डॉ. रमन सिंह की अध्यक्षता में शुक्रवार को उनके निवास पर आयोजित राज्य मंत्रिमंडल की बैठक में मंत्रियों के बीच गरमा-गरम बहस हुई. आदिम जाति विकास विभाग के अंतर्गत अनुसूचित क्षेत्रों की जनपद पंचायतों के बीईओ को पंचायत विभाग के अधीन किए जाने के प्रस्ताव पर मंत्रियों के बीच टकराव के चलते फैसला नहीं हो सका. सूत्रों के मुताबिक कैबिनेट में पंचायत मंत्री अजय चंद्राकर समेत ज्यादातर मंत्रियों ने उक्त प्रस्ताव का समर्थन किया, लेकिन आदिम जाति विकास मंत्री केदार कश्यप इस प्रस्ताव पक्ष में नहीं थे. देशबंधु एक पॉजिटिव खबर लगाई- मुख्यमंत्री डॉ. रमन सिंह ने कहा है कि छत्तीसगढ़ में अगले चार साल में एन्यूटी मॉडल पर लगभग बीस हजार करोड़ रुपए की सड़कों का निर्माण किया जाएगा. इसके अलावा विभिन्न योजनाओं के तहत प्रदेश के दूर-दराज के इलाकों में भी बड़े पैमाने पर सड़कों का जाल बिछाया जाएगा. उन्होंने कहा कि एन्यूटी मॉडल पर बनने वाली सड़कें छत्तीसगढ़ में नई सड़कों, नये राजमार्गों और ओवरब्रिजों के निर्माण के लिए केन्द्रीय भूतल परिवहन एवं राजमार्ग विकास मंत्री नितिन गडकरी द्वारा हाल ही में राज्य के लिए घोषित की गयी 20 हजार करोड़ रुपए की परियोजनाओं के अतिरिक्त होगी. नई दुनिया सहित कई अख़बारों ने रेल बजट पर भी रमन सिंह की प्रतिक्रिया छापी- रेल मंत्री सुरेश प्रभु द्वारा संसद में पेश वर्ष 2015-16 के रेल बजट का मुख्यमंत्री डॉ. रमन सिंह ने स्वागत किया है. मुख्यमंत्री ने त्वरित प्रतिक्रिया में रेल बजट को संतुलित, आशावादी, सराहनीय और सकारात्मक बताते हुए कहा है कि ट्रेनों में किराया नहीं बढ़ाने के निर्णय से देश में महंगाई रोकने में मदद मिलेगी.
